Most of the less-favoured regions in Europe feature large areas offorestland. The location of these areas -- often far from political andeconomic centres, and in many cases in adverse climatic or terrainconditions -- have been problematic for agriculture as well as for manyother economic activities. Because of this unfavourable relationshipbetween forest cover and the regional development opportunities ofnon-forest sectors, forest resources are an important factor forregional employment and income in many less-favoured regions. Higherutilization of existing wood and non-wood forest resources and servicesis expected to contribute to regional development by increasing theemployment opportunities and welfare. The FORWARD (Forest Resources forWork Opportunities and Regional Development) project at the EuropeanForest Institute was initiated to investigate the opportunities forrural areas to generate employment and income based on forest resources.The four-year study concentrated mainly on 11 case areas located in theborder regions of Europe. In addition, analyses on the overall situationof the potential of forestry to contribute to regional development inEurope were conducted. The findings of the project are presented in thisreport.
Potential users of this book include policy decision-makers at theEuropean, national and regional planning levels, and researchers andpostgraduate students in the forestry, economics, human geography andregional planning disciplines.
